There are five costumes out there, each with 5 charges. Two are 1,000 tunar and three are free.
So here is where the costume merchants are:
Skeleton -- Freeport, outside city on eastern side where the snowman was last December, looks like a little gnome, free
Spectre -- Klik, across from coachman there is a merchant, also free (my personal fav)
Wraith -- Highbourne, outside eastern gate (away from guards), under a tree, free
Scarecrow -- Highpass, from either a spider named Spizz (sp?) or a aviak-thingie named Squagga (sp?), these are 1,000 tunar for treat
Ghost -- Highpass, also from the two NPCs above but for some reason I couldn't get it
-- these are 1,000 tunar if you ask for treat
You get something else if you ask for 'trick'
